I think it is reasonable to put a couple of lines
in there.. and there must be a couple we can extract
from this humongous thread and insert :) We do
not need 7 pages and it is quite likely that
over time this will get applied to other 

unforeseen situations(like we have seen in other
solutions many times).

More interesting to me is whether the range we
have picked is the right one or we can pick another
one as being discussed.

a use case != marketing material

without sayng why we want to do something, kinda hard to justify doing
it.  in this case, "we want to end run around the IR system for no
reason, just give us the cash and we'll leave."

and robert has been so vociferous about wanting requirements for other
things that it is hard to resist hoisting him on his own petard :)
