I think it should be a WG item as well.

A note about AS_HOPCOUNT and NO_EXPORT; if you receive a route with
both AS_HOPCOUNT and NO_EXPORT attached, and you understand
AS_HOPCOUNT, then you should propogate the route with both AS_HOPCOUNT
and NO_EXPORT attached.  If the next AS does not understand
AS_HOPCOUNT, then the NO_EXPORT will stop the route there.
