WG adoption is complete, as is WGLC. The email you’re seeing now are replies as we (authors and shepherd) work through Alvaro’s very detailed AD review, preparatory to the IESG taking it up for advancement to RFC. 

The spec doesn’t update 8365 and so on, so I think the simple answer to your questions is “no”.
