It can only be effective as such if users are able to find each other's addresses. Therefore the Internet benefits from an adequate White Pages Service, i.e. a directory service offering (Internet) address information related to people and organizations. Internet-Drafts are available by anonymous FTP. Login with the username "anonymous" and a password of your e-mail address. After logging in, type "cd internet-drafts" and then "get draft-ietf-ids-ds-bcp-00.txt".
