RFC 3676 standardizes signature separators and quote prefixes.  In a 
text/plain; format=flowed MIME part, signatures and quote prefixes 
are standardized and hence may be handled in any way desired by the 
user agents (e.g., removing signatures from quoted text in replies, 
reformatting quoted paragraphs in displays).

If you want to standardize these elements in a non-format=flowed 
part, you could do so by just pointing to RFC 3676.
