I've seen things like -0801 (where upon inquiry, the responsible
party said it was intended to account for a leap second -- how
1 second was magnified into 1 minute is baffling).  Such things
don't cause insurmountable difficulties, but it seems rather
pointless to include an offset that doesn't reflect reality.
