Hello,

I'm sorry if I was unclear. As far as I know, there are a lot of procedures
around declaring consensus on mailing lists in the IETF.

My concern is that topics can be deemed appropriate for GitHub, and
diverted from a WG mailing list. That might
inappropriately suppress discussion if those issues can then be closed
based on non-public terms in GitHub.
