I’d say that is still tools-discuss.

We also have rfc-markdown for kramdown-rfc and mmark discussions, xml2rfc and xml2rfc-dev, and of course this place (ietf-and-github) for how-to-use-git-in-ietf-wg-practice discussion.

There is unavoidable overlap between them, also with rfc-interest which should get the RFCXML vocabulary discussion.
