Particularly now that Windows includes the Windows Subsystem for Linux, meaning you can have a full Ubuntu install (with make toolchain) on a Win10 machine.

Yes, I-D draft/makefile stuff only works on unix-like systems.  Luckily that is a fairly low bar these days.
