The new IETF servers are online at Level3 and all services, except RT, have now been restored. The bulk of the server transition took about 20 minutes; however, list email did not start flowing until 30 minutes beyond that.  Mailman was not processing outbound mail correctly, as one of its processes was hanging.  We restarted all the related processes and mail began to flow.

As anticipated, the RT (IETF ticket system) upgrade and transition is more time consuming and still underway.  I will send another email when the new RT system is up and operational.
