This report is provided in advance of IETF104 for the purpose of giving the community more detail on the work of the IETF Administration LLC.

The IETF Administration LLC Board of Directors will present a consolidated version of this at the IETF104 Plenary. Please bring any questions you have to the plenary or send them to the IETF LLC Board at llc-board@ietf.org.

IETF LLC Board December Retreat
 
The board held a 2-day retreat in December with a special focus on completing transition items such as financial and legal items that needed addressing before the end of 2018. In keeping with the LLC’s commitment to transparency, the non-confidential portions of this retreat where open to remote observers. The IETF LLC, in addition to its ongoing IETF operations responsibilities, has been focused on five areas:  

   (1) Finalizing the financial transition from ISOC 
   (2) RFPs for IETF services which are up for rebid in 2019, including the IETF Secretariat 
   (3) IETF Executive Director position search 
   (4) On-boarding the new IETF LLC Board 
   (5) IETF LLC compliance program progress 
 

1. Financial Transition from ISOC
 
At the end of December ISOC transferred the IETF LLC operating funds as agreed under the IASA2 transition plan into the accounts managed by the IETF LLC.   Related to transferring the IETF’s operating funds to the IETF LLC managed accounts, the assignment of contracts away from ISOC to the LLC is now completed. Payments for services contracted by the IETF LLC are now being handled directly by the IETF LLC.  
 
The ISOC contribution to the IETF LLC Reserve has also been transferred to the LLC.  The funds are currently earning interest while waiting for the investment portfolio strategy to be established by new IETF LLC Board once it is seated and has had time to discuss and establish the IETF LLC’s reserve investment strategy. 
 

2. 2019 RFPs
 
Quite a few of the RFPs for services used by the IETF require rebidding in 2019.  Services such as the IETF Secretariat were scheduled for rebid in 2018 but were delayed due to the IETF LLC transition work. When necessary, services had short term extensions into 2019Q3 to allow the IETF LLC time to become established and allow the full IETF LLC Board to be selected and seated.



3. IETF Executive Director Search
 
The current LLC Board is collaborating with the incoming LLC Board on the search for the IETF Executive Director position.   An advanced draft of the position requirements is in development and RFP responses have been received from search firms.  It is expected that the search firm will be selected within the next few weeks and will begin working on the search in April.
 
 
4. On-Boarding
 
Work is underway to prepare the incoming IETF LLC Board to be ready to assume its duties on March 27 at IETF104 in Prague.    

Outgoing interim board members are Ted Hardie, Gonzalo Camarillo, and Glenn Deen.  

The new LLC Board will consist of Maja Andjelkovic, Jason Livingood, Peter Van Roste, Sean Turner, and Alissa Cooper who is continuing.



5. Compliance Program
 
The IETF LLC is actively working on defining its compliance program as per the agreement with ISOC.  Development of draft policies in each of the compliance areas is underway and will be available for the incoming LLC Board when seated at IETF104 for review.  This is a top priority for the current and incoming LLC Boards.

IETF Sponsorship Changes

Ken Boyden has concluded his service as IETF sponsorship fundraiser. The IETF LLC Board thanks Ken for his hard work and never flagging enthusiasm working with the IETF’s sponsors this past year. 

Until the IETF LLC develops a longer term plan for staffing the IETF sponsorship program, Portia Wenze-Danley, the IETF Interim Executive Director, will be managing sponsorship coordination. Please use sponsorship@ietf.org as the primary point of contact for sponsorship inquiries. 


IETF LLC Transparency
 
A key element of the LLC’s engagement with the IETF Community is transparency.   One of the Board’s first acts at its first meeting in September 2018 was to declare meetings to be open to observers except for items such as legal, contracts, and personnel matters etc. with meeting agendas published prior to the meeting.   Each meeting is divided into 3 section:  Open to All; Only Staff and Board; Executive session of only the Board. This includes the opening to observers significant portions of the Board’s 2 day face to face meeting it held in December 2018.

The LLC website has meeting attendance information, agendas (which we have set a goal of publishing 1 week ahead of meetings) and past meeting minutes available for the IETF community.
