The IESG has received a request from the Multiprotocol Label Switching WG 
(mpls) to consider the following document:

- 'MPLS TP Network Management Requirements '
   <draft-ietf-mpls-tp-nm-req-06.txt> as a Proposed Standard

This is a 2nd last call on this document. The first last call should have
pointed explicitly to the normative references to two Informational RFCs:
- RFC 3871 "Operational Security Requirements for Large Internet Service
  Provider (ISP) IP Network Infrastructure", and
- RFC 4377 "Operations and Management (OAM) Requirements for Multi-
  Protocol Label Switched (MPLS) Networks".

This last call is focused solely on whether these downrefs are appropriate
in this document.

These downrefs are not intended to create a precedent and there is no plan
to add the referenced RFCs to the downref registry.

The IESG plans to make a decision in the next few weeks, and solicits
final comments on this action.  Please send substantive comments to the
ietf@ietf.org mailing lists by 2009-11-09. Exceptionally, 
comments may be sent to iesg@ietf.org instead. In either case, please 
retain the beginning of the Subject line to allow automated sorting.
