Think of it this way: By changing the Suppress-Script for Urdu from 'Arab' to 'Aran', we would merely be telling processes that create tags:

"Don't use 'ur-Aran' because the script subtag 'Aran' is redundant. The simpler tag 'ur' means the same thing and is more widely recognized, and you should use that instead."

That might not be what you are trying to achieve.
