Exactly. It's an ostensive demonstration that the range of style variants encompassed by Arab is unlimited: it denotes Arabic script in any style. 

Also keep in mind what agency functions as the ISO 15924 RA: The Unicode Consortium.

What do Unicode character properties have to do with it?  They may choose their value symbols from ISO 15924, but Unicode properties are concerned with characters and their interactions, at which level there is no difference between Arab and Aran. Unicode uses the symbol Arab.
