This is IMHO an excellent proposal. The language variety seems adequately documented — there is also a Wikipedia page on it — and the form is just about perfect clerically. (The empty fields in Section 3 can be removed, but that is trivial.) The proposed subtag is sensible, non-generic, and syntactically legal.

About the only challenge I could see would be whether this is being requested to tag actual content in Arcaicam Esperantom, or just to document the variety. And we don't always ask that question.

   Arcaicam Esperantom (Arkaika Esperanto) is a modern-made "archaic" register
