There *has* to be?  Why, exactly?

You're assuming facts not in evidence.  The fact that an ASR-33 (and by
extension, anything modeling one) needed both a CR and a LF to Do The Right
Thing was *quite* sufficient on its own merits to make that the default
end-of-line indicator for TELNET even when the network was still running NCP
and not IPv4, and there was never sufficient reason to change from that.
