That's the most misunderstood quote in the history of the Internet.

What it means is to be liberal when interpreting standards.  For example,
earlier today someone asked about addresses that quote characters that
don't need to be quoted.  One could read the standard either way, so while
I would not send mail with needlessly quoted characters, I wouldn't refuse
to accept them.  What that does not mean is to accept an address with three 
unquoted dots in a row which is obviously forbidden.
