Right, but cohercing him to endorse (or be silent about) non-hybrid/NIST
PQ crypto by the IESG playing armchair lawyer with our derivative right
policies, with the consequence of having moderators ban him from
participation, is informative about the decision dynamic and the
reluctance to touch the technical substance.

This could have been handled differently, with a focus on the technical
matter.  Now the approach is mailing list bans and process details.

I don't believe the moderator decisions here will advance the
effectiveness and reputation of the IETF.  The apparant short-term
success to silence and delay non-hybrid/NIST PQ crypto seems instead to
have inspired policy changes to make this method easier to reach for.
