Michael, I believe the point of this subject thread is arrive promptly at
something like this:

Plan A is to be there in person or online with meetecho at the appointed
day/time.

Modified Plan A is to be there in person at the appointed day/time while
conforming with most current version of the IETF's pandemic risk tolerance
protocol at the following URL: [TBD]. The protocol, referencing RFC2119,
would describe (a) uncommon practices and provisions in light of
uncertainties and risks; (b) enhanced online capabilities (e.g. hallway
track); and (c) provision for simple reimbursement of the registration fee
considering that some attendees may be within a higher risk demographic, or
would be with people whole are at higher risk.

Plan B, should it become necessary (e.g. due to government-mandated
regional or site-specific quarantine), shifts a particular event to full
online, maintaining the usual meetecho at the appointed days/times, but
also with the enhanced online capabilities, however with the following list
of activities cancelled [TBD].
