If a WG somewhat requires use of github, then the barrier is there.

My take is that engaging the open source community has more to do with 
lowering the barrier (including the economic barrier), and taking their 
input seriously, than with crafting documents with the tools said 
community usually employs when crafting code.

Similarly, to the extent that has been possible, I've tried to engage 
them asking for specific questions or trying to produce patches for 
their projects -- which tends to work better in terms of engaging them 
than "please look at my draft/spec... it's on gihub, btw".
