I'd be ok with either not counting IETF 107, or counting anyone who 
attends IETF 107 remotely as if they had attended in person. Counting 
everyone as attending IETF 107 doesn't make much sense to me.

It seems to make more sense to not count IETF 107 and just look at the 
attendance at meetings up to 106, because the IETF 107 agenda is so 
abbreviated.
