I must agree with Margaret here.  As with code refactoring, eventually you've refactored away the simpler bits.  Usually you are left with a core of something that was too hard to refactor.

Even if we agree that the IESG has work that could be redistributed in some fashion, it's arguable this solves the problem at hand.
