I like Peter's rephrasing for a number of reasons. 1) Clearly states who is responsible for making the disclosure happen (the IETf contributor) 2) Defines IETf contribution in its own sentence which makes it easier to reference later. 3) Makes it clear that things like mailing list conversations are covered.
