No. The Americans do that to me as well. But any Israeli and Chinese is eligible for a US visa unless the embassy official suspects that you are going to use this visa to enter the US and work there illegally. Israelis can get a Malaysia visit only on a special-case basis. Mostly when a sporting event of conference threatens to not meet there unless they allow everyone to visit.

Not even close to being the same thing.
