1) For purposes of seating the incoming IAB and IESG, declare that IETF 107
happened on schedule

2) For purposes of NOMCON, declare that it has not.

Thus eligibility carried over from the previous five meetings. This is
probably going to be within 90% of the pool that would have been eligible
had 107 taken place so its a good start.

3) Count virtual registration for 107 as eligibility.

This might result in some people who would not have been eligible being
eligible but the criteria are not a divine mandate in the first place and
it remains an utterly ridiculous method of selecting officers.
