Certainly not! They are managed by a closed private company, without
any indication that they will stay in business for ever. They are
incredibly expensive. They are not resolvable (nobody implements RFC
3650 and al.)

We have plenty of good solutions to identify RFC (RFC 2648, RFC 4151,
and just ftp://ftp.rfc-editor.org/in-notes/rfcNNN.txt, etc). DOI must
not be used.
