Because it could easily have the extremely undesirable effect of 
promoting premature deployment.

Also, in a sense we already have a "stable URL" - the I-D name without 
the version number.   I was of the impression that the tracker would 
already respond to that, but if not, it's a simple tweak.   In other 
words, don't point people to the document, point them to the tracker 
page that shows more context.
