Usually yes, but in this particular case, I believe the ISOC Board of
Trustees meeting is Nov 12-13, after the IETF meeting.  If we want to
pursue using a piece of that time for this, I'm sure it can be arranged.
In any case, I expect there will be some time devoted to this as part of
the board's normal business.
