The primary argument in favor of their ex-oficio membership is breadth 
of view -- they have a degree of involvement in IETF-related activity 
that no one else does, thus permitting a currency in assessment that 
others cannot reliably provide.

 From my time on the IAOC, I have to admit to seeing some legitimacy in 
this view.  Not enough to think they need to be voting members -- I'd 
like to see the voting membership expanded, per the IASA 2.0 discussions 
now underway.  But enough to justify their ex-oficio participation.
