Yeah.  That was the point: to get an economic analysis going, a back of
the napkin worst-case cost, something to work from towards a better
estimate.

I agree the real cost is going to be much much smaller.  I suspect the
real total cost for IETFers will be between USD $0 and a few thousand
USD.
