The "bug" is that xml2rfc now inserts "https://datatracker.ietf.org/drafts/current/" and "https://trustee.ietf.org/license-info" whereas idnits checks for "http://datatracker.ietf.org/drafts/current/" and "http://trustee.ietf.org/license-info"
