Yes. For the present emergency situation, I think that an IETF statement *notified to the ISOC Board* is necessary and sufficient. Notifying the ISOC Board is essential simply because they are the end of the appeals chain.

Pete's draft is not objectionable to me but I don't think it's necessary.
