For my side, I stay away from advice from such high level organisations. 
  They are too much away from reality.  They receive reports from the 
ground but they too much tweaking and too much advisory meetings, 
transforming a lot the message.  At that point I really feel they dont 
know what's really happening.

These organisations are good in their neutrality but the last thing they 
will ever say is 'I dont know'.

I would rather to this:
- ask the persons I know in person, preferably a person with much
   experience, somebody considered wise.
- in case I dont know, prefer the safe path.
