Everyone,

This message is to advise you that Daniel J Bernstein has been partially
suspended from posting to ietf@ietf.org for a period of 30 days. This
follows the posting of derivative rights claims [1] to the list in
contravention of our previous request in [2]. The format of the notice is
different to those used previously, but still seeks to apply the named
restrictions "*may not be modified, and derivative works of it may not
be **created,
and it may not be published except as an Internet-Draft*" to his email
contribution, via the sentence "*The same language hereby applies to this
document.*" Such restrictions are considered disruptive following [3].

This suspension is implemented as a "hold for moderation". If Daniel posts
a message to the list that doesn't contain the rights claim and is on
topic, it should be allowed through. This may take up to two working days.
