This is patently false.  The archives of the working group mailing list clearly show a lot of discussion.  https://mailarchive.ietf.org/arch/browse/ietf-and-github/

The pull requests are proposed resolutions to points raised in review, but the discussion about those changes is occurring on the mailing list.
