More than that, it is just basically being honest with ourselves about

To me a few things are apparent:

  * some fixes may be easy; others difficult; some can probably be done
    quickly; others more slowly.
  * some things probably can't be fixed at all, at least under current
    conditions, and some things perhaps not ever.
  * the landscape changes over time, somewhat unpredictably, potentially
    making some things easier to fix but also introducing new challenges.
  * diversity and inclusion are efforts that require an ongoing
    organizational commitment to continuous improvement.

So I see the draft we're working on as a kind of snapshot of the current 
situation, rather than a list of everything that needs to be fixed and 
then we're done.
