The Past Chair is mentioned in Bullet 10.  The only change in the 
above text is the increase in liaisons from 3 to 4 to include the 
liaison from the IAOC.

Bullet 3, paragraph 8 mentions that "the Chair of last year's 
nominating committee serves as an advisor".  The "at least" is for 
the composition of the nominating committee, i.e. it can have more 
than four liaisons (paragraph 3) or an additional advisor (paragraph 2).
