I agree with Andrew that I think we’ve gone off track.  The participation element is what is at issue, and when it comes to sanctions, it’s not just a matter of where an organization is homed.  That is a very small matter in comparison to- the participants from various countries and what restrictions they would be under (regardless of where an organization is homed), travel restrictions to and from various countries (again, regardless of where an organization is homed).

I’m sure the LLC and Andrew could tell us where being homed does play a role, such as perhaps with fellowships, etc; and that might require some thought.
