As one of the GenDispatch chairs: This topic was discussed in the 
GenDispatch session at IETF 106 at which time the rough consensus of the 
room was that it could use some of its own virtual BoF time. Even though 
the GenDispatch agenda is pretty light at the moment, I would prefer not 
to simply re-hash the IETF 106 discussion without some new substantive 
material to be dispatching.

The suggestion to start discussing this on eligibility-discuss@ietf.org 
seems like a good one.
