You don't need any permission to criticize mails sent to the public.

However, I'm afraid your criticism will be severely against the
purpose of the list to be abuse of the list. If so, don't do that.

Or, if you want to revise rfc3005, first thing to do is to write a
draft and let people discuss on it. Then, you may be able to understand
the importance of saying "read the draft".

I'm afraid you misunderstand what "read the draft" means.

But, as you are saying that if someone says he is familiar with a
paper, I can expect he has already read the paper, I'm almost fine.
