See
https://wwwnc.cdc.gov/travel/yellowbook/2018/infectious-diseases-related-to-travel/yellow-fever-malaria-information-by-country/argentina#seldyfm879

Basically,

https://wwwnc.cdc.gov/travel/yellowbook/2018/infectious-diseases-related-to-travel/yellow-fever#5291
lists argentina with a footnote:

^2 These countries are not holoendemic (only a portion of the country
has risk of yellow fever transmission). See Maps 3-14
<https://wwwnc.cdc.gov/travel/yellowbook/2018/infectious-diseases-related-to-travel/yellow-fever#5302>
and 3-15
<https://wwwnc.cdc.gov/travel/yellowbook/2018/infectious-diseases-related-to-travel/yellow-fever#5303>
and yellow fever vaccine recommendations (Yellow Fever & Malaria
Information, by Country
<https://wwwnc.cdc.gov/travel/yellowbook/2018/infectious-diseases-related-to-travel/yellow-fever-malaria-information-by-country>)
for details.

If you haven't been in these areas, you can probably ignore the
requirement.

AFAICT, all of the countries we've gone to/are scheduled to go to follow
WHO recommendations with respect to vaccines and that's what the CDC
website appears to be describing.
