My comments should not be read as medical or health advice.  There is 
some information about R0 at (Page 15 of the document).

 From what I understand, there was a full refund.  People familiar 
with budgeting might look at the matter from other angles.

The numbers which you mentioned might be non-negligible.  It is 
difficult to translate that into quick impact on daily life.
