Actually, there are words missing.  This sentence was supposed to say: "
... the IETF Privacy Statement set forth at http://ietf.org/xxxx" (where
xxxx is the location of a still-being-completed document (you may recall
that such a document was distributed for community comment a while ago, and
those comments are currently being processed with the privacy lawyers).
