There is a cost to transparency.  On one hand it can create more work 
for the IAB.  On the other end it can help demystify the work of the 
IAB.  The IAB would have to publish an agenda in advance if it wishes 
to have part of its business meeting open.  On balance, it is better 
to make the business meetings accessible to anyone interested.
