[Reducing the cc: list to just the IETF and IAOC lists]

The IAOC seriously investigated a venue in South America for IETF92, but based on the data we collected it did not meet the criteria for IETF meetings.  We are continuing to talk with the group that suggested the venue and are also looking at other venues in that region for future meetings.  

We have open meeting slots in 2015-2017.
