Arrgh.   (to IETF in general) Please stop pigeonholing people; it only 
makes your prejudice more evident.

Ask EVERYONE what their barriers are and were to contributing to IETF.  
Let people label themselves if they wish but don't get in the business 
of deciding who is a "diverse" or "minority" participant.
