Yes.  Lots of pages of various kinds seem quite clear, and some
contradict others.  Moreover, they are often written from the POV of
someone with one or another nationality.

This problem is true even for places we go regularly.  For instance,
our Czech colleagues had a series of bizarre (and in my opinion
unjustifiable) visa interactions with the Government of Canada some
years ago, even though that country (my home) is reputed to have
relatively friendly immigration practices compared to other North
American countries.  I've no idea whether that got any better, but I
think there is reason to suppose it might get worse for others.

As near as I can tell, there is nothing we collectively can do about
this: we each need to be aware of the immigration realities affecting
us.  The IAD and Secretariat and all of IASA can do as much as it
likes to try to get information it knows, but IASA cannot and should
not offer legal advice to any of us.  We all must evaluate our
respective situations and make the determination best in each case.
