Especially when we're just trying to get a sense of the spectrum of 
barriers to participation, I don't think it's "off track" to consider 
anything that impairs individuals' ability to participate.    We 
shouldn't prematurely prune that list to just the problems that we think 
are easily solved.   Of course, identifying a problem and addressing it 
are two different things.   The opportunity to address some problems may 
not appear immediately, or for that matter ever, but that's no reason to 
not be aware of them.

(And it's the nature of problems and solutions, that solutions sometimes 
create new problems, and sometimes the new problems are worse that the 
problems that were "solved".  Nobody should think these problems are easy.)
