Of course, any sensationalist could twist it that way, but the act of *publishing* it was a while ago (once, 1969, and once again 1999).  This is just about *recognizing* a document that has turned out to be surprisingly more useful in the last 15 years than it must have seemed when it was republished just for historical completeness in 1999.  (And given that the date on it is still 1969, it is clear that this doesn’t retroactively supersede BCP 18 (RFC 2277) or RFC 5198).
