I'll leave the decision to SM, as the document shepherd, but it's
always my preference to post new versions any time they're ready.
With the datatracker, reviewers can always get the latest version, and
I see no confusion caused by updates.  I think waiting is unnecessary,
and why should people be continuing to review an old version?
